Office of Early Learning
The Office of Early Learning in the Elementary & Secondary Education Department reviews child assessments to determine whether they are developmentally appropriate, valid, and reliable.

The mission of the Office of Early Learning is to improve outcomes for young children, including their academic, social-emotional, and physical development.
The office is responsible for advising the Assistant Secretary of Elementary and Secondary Education, and other high-level officials, on policy issues affecting early learning.

Additionally, the office oversees the Strong Minds Network, a national program that enhances emotional intelligence, social and emotional development, and academic readiness. The Early Childhood Education Department also oversees the Head Start program.
Office of School Turnaround
The Office of School Turnaround (OST) provides support and technical assistance for schools that need to improve student outcomes.
These services include developing systems and strategies for recruiting and retaining high-quality teachers and school leaders, supporting a rigorous academic program, and involving families as partners in the educational process.
Moreover, DST helps districts implement effective turnaround strategies. In addition, DST also helps districts develop highly effective teachers and school leaders by providing professional development opportunities.
The Office of School Turnaround also collaborates with school leaders and determines the most effective staffing configuration for each school.
For instance, a detailed staffing map lays out all positions at a school and clarifies expectations around each role.
The office is ultimately responsible for determining budgets and many other aspects of programming. Other positions include the Systems, the Advisory Program, and Teaching Effectiveness Framework.
Assessment and Behavior Management
A recent study by the Arkansas Bureau of Legislative Research outlines the costs and results of school improvement consulting services in the state of Arkansas. Elementary Secondary Education DepartmentThe analysis also looked at the results of the same “turnaround” partner in Arkansas.
The results revealed that nearly half of the Arkansas schools undergoing turnaround are improving student achievement and student outcomes. The results are promising and should lead to a new direction for education.
Implementing school turnaround programs requires a significant amount of time and resources. A turnaround school may take two years to show solid improvement.
But a turnaround organization is committed to evaluating resource allocations and supporting the efforts of low-performing schools. Moreover, it is committed to participating in RAR for districts with significant numbers of CSI schools.
The Office of School Turnaround in the Elementary & Secondary Education Department (ESSD) commits to reviewing the allocations of resources for school turnaround on a three-year cycle.
After the completion of the turnaround project, the federal government was allowed to choose another turnaround partner. For example, AC was contracted by the Holyoke school district for $2 million to implement the Ramp-Up Literacy and Math curricula in six schools.
Two schools that were underperforming received extra 30-days of turnaround support from its coaches. Ultimately, the state’s Race to the Top application showed mixed results. In addition, America’s Choice math program was discontinued after few improvements.
In addition to this funding
the Act also requires the department to create a four-year school turnaround pilot program. The department selects five schools in need of intervention, which must be geographically diverse and represent a wide variety of grade levels.
Once approved, these schools partner with an approved outside vendor to conduct an intensive analysis of their schools. The vendor then develops a School Turnaround Plan that is implemented during the second through fourth years of the pilot.
The Office of School Turnaround in the Elementary – Secondary Education Department oversees several programs. The Office of Safe and Healthy Students oversees programs that address drug prevention and student health.
It also helps schools develop citizenship education programs. It works collaboratively with other government agencies to support early learning programs. Further, the Office of School Turnaround provides financial assistance to states to improve the performance of low-performing schools.
In Salem, the mayor and school superintendent provided authority to change the curriculum and practices. The grant money helped the school hire several new teachers, purchase curriculum materials, and fund a summer academic program for at-risk students.
As a result, Bentley Elementary School was elevated from Level 4 to Level 1 status, and now has a positive reputation in the community. The new school has been a model for the area.
